UAE boosts tourism investments with tax-free incentives, strategic partnerships, and record visitor spending under its 2031 national strategy.
ABU DHABI: The United Arab Emirates has significantly ramped up its tourism sector investments, attracting record levels of domestic and international interest through a competitive package of incentives, world-class infrastructure, and forward-looking national strategies. In 2025, tourism investments are projected to reach AED35.2 billion, reflecting the sector’s resilience and appeal.
Central to this growth is the National Tourism Strategy 2031, which aims to position the UAE among the world’s top travel destinations. The strategy targets AED100 billion in new tourism investments and seeks to welcome 40 million hotel guests annually. Supportive initiatives include the National Tourism Charter, UAE Hospitality Summer Camp, and an array of new digital tourism projects.
Investor-friendly policies now include 100 percent foreign ownership, zero income tax, access to over 40 free zones, long-term residency permits, and full profit repatriation. These are complemented by updated legislation, enabling entrepreneurs to operate without local sponsors or capital minimums.
The UAE’s unique appeal lies in its strategic location, biodiversity, modern infrastructure, political stability, and a society founded on tolerance and coexistence. The winter season, in particular, drives global visitor interest, bolstered by initiatives like the ‘World’s Coolest Winter’ campaign.
Performance metrics highlight this success: airports handled 102.9 million passengers in the first eight months of 2025, international visitor spending hit AED217.3 billion in 2024, and domestic spending reached AED57.6 billion. The UAE now ranks first regionally and 18th globally on the World Economic Forum’s Travel & Tourism Development Index.
The Ministry of Economy and Tourism is also pioneering digital transformation across the sector, launching projects to link hotel data, enhance services, and integrate sustainability. These efforts, combined with close public-private collaboration, reaffirm the UAE’s position as a premier destination for both tourists and investors.
