Dubai’s RTA replaced 58,082 foreign driving licences from 57 countries with UAE licences in 2025 to simplify procedures for residents and visitors.
DUBAI: The Roads and Transport Authority (RTA) in Dubai has successfully replaced 58,082 foreign driving licences from 57 countries with UAE driving licences during 2025, as part of ongoing efforts to enhance quality of life and streamline procedures for residents and visitors. The licence replacements were carried out in accordance with ministerial decisions and memoranda of understanding between the United Arab Emirates and the relevant countries.
Sultan Al Akraf, Director of Drivers Licensing at the Licensing Agency of RTA, confirmed that eligible countries include five GCC nations, 38 European countries, 13 Asian and Latin American countries, and one African country. He also highlighted the most recent additions to the list, such as Kyrgyzstan, Kosovo, North Macedonia, the State of Texas, and Croatia, reflecting Dubai’s commitment to international cooperation and its status as a preferred global destination for living, working, and quality of life.
The driving licence replacement service is accessible through the RTA website or at Customer Happiness Centres across Dubai. Applicants must undergo an eye test at an approved vision testing centre, submit their application, present their original licence, and pay the required fees, provided the licence is valid and the applicant attends in person.
Al Akraf emphasised that this initiative aligns with the UAE’s vision of delivering flexible and efficient services, supporting seamless mobility, and reinforcing Dubai’s position as a leading destination for work and life with comfort and ease.
