Saudi Arabia now penalizes Hajj without permits, enforcing strict regulations

Riyadh: The Saudi Arabian Public Security authority has started cracking down on individuals who violate regulations regarding the Hajj pilgrimage without proper permits. This enforcement is active in various locations including Makkah, the central area, holy sites, the Haramain train station, security checkpoints, screening centers, and temporary security checkpoints. The Saudi Press Agency (SPA) has reported that this enforcement will be in effect from June 2, 2024, to June 20, 2024.

Anyone found participating in Hajj without the required permit will face a fine of SAR 10,000. This penalty applies to citizens, residents, and visitors found within the designated geographic areas without the proper permit. Furthermore, residents caught violating these regulations will be deported to their home countries and prohibited from returning to the Kingdom for specific periods as determined by law.

The Public Security authority has also stated that repeat offenders will face escalated penalties. For instance, the fine for transporting individuals violating Hajj regulations without permits could double. Moreover, those found guilty of this offense could face imprisonment for up to 6 months and a fine of up to SAR 50,000. Additionally, there may be a court-ordered confiscation of the vehicle used in the commission of the offense.

In cases where the violator is a resident, they will be deported after serving their sentence and will be prevented from re-entering the Kingdom for a specified period according to the law. These measures are being implemented to ensure that the Hajj pilgrimage is conducted in an orderly and lawful manner, with strict adherence to the established regulations and procedures.
