The UAE labour market continues to show remarkable resilience, with MoHRE reporting 101.76% workforce growth between 2021 and 2025 while businesses across all sectors maintain normal operations amid regional developments.

DUBAI: While the region navigates a turbulent period, the UAE labour market is sending a reassuring message to businesses and investors alike: it is open, stable, and stronger than ever.

The Ministry of Human Resources and Emiratisation (MoHRE) has highlighted the continued stability of the UAE’s workforce, pointing to an advanced legislative environment, flexible economic policies, and a digital infrastructure that keeps vital sectors running smoothly regardless of external pressures.

The numbers tell a compelling story. Between 2021 and 2025, the UAE workforce grew by 101.76%, skilled labour increased by 49.92%, and the number of companies operating in the market rose by 45.76%. In 2025, the UAE also ranked first globally across several key competitiveness indicators, including employment growth, employment rate, availability of senior specialised managers, and workforce growth.

MoHRE praised the private sector for continuing to deliver services, implement projects, sustain construction activity, and maintain supply chains, even amid current regional developments. Field visits to workplaces and worker accommodations are also underway across all emirates, ensuring safety compliance and raising awareness on protocols tied to recent alerts.

Part of what makes the UAE labour market so adaptable is the sheer range of work permit options available. From temporary and mission permits to part-time, flexible, and family-sponsored work arrangements, the system is built to keep people working and businesses moving, whatever the circumstances.

Transparency and digital government services add another layer of confidence. Employers and employees can complete transactions quickly and easily through smart platforms, reducing friction, saving time, and reinforcing the UAE’s reputation as one of the world’s most business-friendly environments.

For investors watching closely, the message from Abu Dhabi is clear: the UAE labour market is not just surviving. It is thriving.
