Dubai launches First-Time Homeownership Dubai programme offering priority access, better pricing, and tailored mortgages for Emiratis and expatriates.

Dubai: In a significant step toward creating a more accessible property market, the Dubai Land Department (DLD) and the Dubai Department of Economy and Tourism (DET) have launched the First-Time Homeownership Dubai initiative. The new programme offers Emirati and expatriate residents unprecedented access to new off-plan projects, preferential pricing, and customised mortgage options.

Launched on 2 July 2025, the initiative supports key pillars of the Dubai Economic Agenda D33, Dubai Real Estate Strategy 2033, and the UAE’s Year of Community by fostering inclusivity and enhancing market resilience. It aims to increase homeownership rates and double real estate’s contribution to Dubai’s GDP.

The launch event was attended by Majid Al Marri (CEO, Real Estate Registration Sector, DLD) and Hadi Badri (CEO, Dubai Economic Development Corporation), alongside officials, banks, and developers. Leading real estate developers, including Emaar, DAMAC, Nakheel, Azizi, Danube, and Ellington, have pledged support—offering priority access and enhanced terms on units valued up to AED 5 million.

Participating banks—such as Emirates NBD, Dubai Islamic Bank, Mashreq, and others—will offer tailored mortgage solutions to eligible buyers. The initiative is open to UAE residents aged 18 and above who do not currently own a freehold property in Dubai.

Highlighting the city’s inclusive approach, His Excellency Helal Saeed Almarri (Director General, DET) called the programme “a powerful economic lever” that enhances investor confidence, boosts liquidity, and strengthens Dubai’s position as a global hub for living and investment.

HE Omar Bu Shehab, Director General of DLD, noted: “The First-Time Homeownership Dubai programme empowers individuals and families to secure their futures. It reflects our shared vision of a sustainable, accessible real estate market.”

Eligible buyers must register through DLD and submit property preferences to participate. The programme will continue expanding with new partners to widen buyer choice.
