ABU DHABI: The UAE has announced a new minimum excise price for vape liquids, introducing a floor price of AED1 per millilitre (mL) for liquids used in electronic smoking devices and tools.
The Ministry of Finance said the new decision will take effect on September 1, 2026, as part of efforts to enhance the effectiveness of the country’s excise tax system and strengthen compliance with UAE tax legislation.
Under the new rules, the existing minimum excise prices for cigarettes, water pipe tobacco, ready-to-use tobacco products and similar tobacco products will remain unchanged.

The latest measure specifically targets liquids used in electronic smoking devices, ensuring a unified minimum excise price across the category. According to the Ministry, the decision reflects changes in the excise goods market while supporting the consistent application of tax standards across tobacco and electronic smoking products.
The Ministry added that the policy is intended to improve tax compliance and reduce practices that could undermine the effective implementation of the UAE’s excise tax regime.

The minimum excise price for vape liquids is part of the UAE’s broader framework governing tobacco and nicotine products. The country currently imposes a 100 per cent excise tax on all tobacco products covered under the excise tax regime.

Businesses dealing in electronic smoking products are expected to ensure compliance with the new pricing requirements before the regulation comes into force on September 1, 2026.
