The UAE has announced updated driving licence regulations effective January 1, 2027. Motorists under 21 will receive renewable one-year provisional licences, while older drivers will qualify for longer validity periods

The UAE has outlined updated driving licence rules under Cabinet Decision No. 174 of 2026. The regulations will take effect on January 1, 2027, introducing a revised framework for licence validity, eligibility and renewals.

Under Article 55, motorists below 21 will receive provisional driving licences valid for one year. These licences can be renewed for another year. The provision formalises an existing one-year validity requirement for younger drivers. It forms part of the implementing regulations of Federal Decree-Law No. 14 of 2024.

Driving licence validity based on age and residency

First-time applicants aged 21 or older will receive driving licences valid for two years. Once provisional licence holders reach 21, renewal periods will depend on nationality and residency status. UAE and GCC nationals will qualify for licences valid for 10 years. Expatriate residents will receive five-year licences. Both categories can renew their licences for equivalent periods.

New requirements for obtaining driving licences

Applicants must provide valid identification and meet the minimum age requirements for their vehicle category. They must also pass medical fitness examinations and the required driving tests. The regulations establish separate minimum ages for different vehicle categories.

Motorcycle licences may be available from 17, while light vehicle licences require applicants to be at least 18. Heavy vehicle licences require a minimum age of 20, while bus drivers must be at least 21.

Impact to Expect

The updated framework will clarify licence validity and renewal requirements for young drivers. It will also provide greater consistency across licensing categories. Applicants should check the requirements with their local licensing authority before beginning training or applying for renewal.
