Dr. Emmadi Vishnu Vardhan Reddy, an AIIMS-trained doctor turned diplomat, has assumed charge as India’s new Consul General in Dubai, bringing extensive diplomatic and passport administration experience.
DUBAI: Dr. Emmadi Vishnu Vardhan Reddy has assumed charge as the Consul General of India in Dubai and the Northern Emirates. A career diplomat from the 2008 batch of the Indian Foreign Service (IFS), he succeeds to one of India’s busiest overseas diplomatic missions, serving one of the world’s largest Indian expatriate communities.
The Dr. Emmadi Vishnu Vardhan Reddy appointment brings together an unusual blend of medicine, diplomacy and public administration. Before joining the Indian Foreign Service, he earned an MBBS from Osmania Medical College, Hyderabad, followed by an MD from AIIMS, New Delhi.
During his diplomatic career, Dr. Reddy has served in the Indian Missions in Madrid and Geneva, handling bilateral and multilateral engagements. At the Ministry of External Affairs headquarters in New Delhi, he worked in the Europe West and External Publicity & Public Diplomacy divisions, contributing to India’s international outreach and communications.
One of the defining phases of his career came between 2017 and 2020, when he served as the Regional Passport Officer in Hyderabad while simultaneously heading the MEA Branch Secretariat. The experience of managing passport and consular services is expected to be valuable in Dubai, where thousands of Indian nationals rely on the Consulate for passport renewals, documentation and emergency assistance.
Before his latest posting, Dr. Reddy served on deputation with the Government of Telangana as Special Secretary for Investment Promotion and External Engagement in the Industries and Commerce Department. He also held leadership responsibilities in industrial infrastructure and trade promotion, helping strengthen international business partnerships and attract investment to the state.
Shortly before taking charge in Dubai, Dr. Reddy visited the Bharat Diamond Bourse in Mumbai to understand the diamond trade ecosystem, a significant sector linking India and the UAE. The visit highlighted the importance of bilateral trade and commercial cooperation between the two countries.
Fluent in English, Hindi, Telugu and Spanish, Dr. Emmadi Vishnu Vardhan Reddy brings diverse international experience to his new role. As India and the UAE continue to deepen strategic and economic ties, his background in diplomacy, passport services and investment promotion is expected to support the Consulate’s growing engagement with the Indian community and strengthen bilateral cooperation.
