Dubai AI building permits will use an intelligent system to automatically review villa applications against engineering and building regulations, potentially reducing approvals from days to minutes.
DUBAI: Dubai Municipality is developing an artificial intelligence system capable of issuing building permits automatically, in a major shift that could reduce approval times from several days to just minutes.
The Dubai AI building permits initiative will create an integrated digital system that reads submitted drawings and documents, checks them against the Dubai Building Code and verifies relevant technical and engineering requirements without routine human intervention.
Initially, the system will cover building permits for private and investment villas across Dubai.
An AI agent will assess plot planning requirements and review architectural designs for compliance with the Dubai Building Code. It will also examine mechanical, electrical and plumbing systems, check structural safety and building stability requirements, and cross-reference information contained in drawings and supporting documents.
Building card information will also be generated automatically.

One significant change for customers will be the ability to conduct design checks before formally submitting an application. This could help engineering consultants identify compliance issues earlier and make necessary changes before seeking approval.
Once an application is submitted, the system is designed to provide an instant decision. Where additional information or design amendments are required, applicants will receive immediate feedback and guidance.
Dubai Municipality expects automation to reduce the need for manual reviews, with technical teams becoming involved primarily in exceptional cases.
Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality, said the project represents “a transformative milestone in the customer journey, accelerating service delivery, enhancing service quality”.

Development will take place across three phases over 26 weeks. The first will involve developing and testing the AI agent across multiple engineering disciplines.
A pilot will then be conducted with selected engineering consultancy firms to assess the technology in a live environment and gather feedback. The final phase will introduce Dubai AI building permits for all private and investment villa applications submitted by engineering consultancy firms.
The technology will ultimately be fully integrated with the Build in Dubai platform.
The initiative forms part of Dubai’s broader efforts to use artificial intelligence to simplify government procedures and improve the business environment. It also supports the Dubai Economic Agenda D33 and the emirate’s plans to accelerate AI adoption across government services.
