Abu Dhabi, UAE: Abu Dhabi is exploring a new approach to government operations. The strategy places artificial intelligence at the centre of administrative workflows. However, humans will remain responsible for important decisions.
Officials say the goal is to go beyond adding AI tools to existing systems. Instead, the government aims to redesign public services, eliminate unnecessary steps and improve efficiency.
Najyb Al Maskari, Executive Director of the Government Cybersecurity Operations Sector at the Department of Government Enablement, stressed the need to rebuild workflows around AI rather than simply automate traditional processes.
AI to handle routine government tasks
Under the proposed approach, AI systems could manage repetitive administrative processes, analyse information and coordinate tasks across departments.
Instead of transferring files between multiple government employees, intelligent systems could complete routine stages and refer matters to human officials when authorisation is required.
This approach aims to reduce processing times, improve productivity and allow public servants to concentrate on more complex responsibilities.
Human oversight remains essential
Despite increasing automation, Abu Dhabi officials have emphasised that human judgement will remain central to sensitive government decisions.
AI can provide recommendations and process information, but decisions involving accountability, fairness and public confidence require appropriate human supervision.
The framework seeks to balance technological innovation with responsible governance and cybersecurity safeguards.
Abu Dhabi’s AI-native government vision
The initiative supports Abu Dhabi’s AED 13 billion Government Digital Strategy 2025–2027, which aims to transform public services through artificial intelligence, automation and secure digital infrastructure.
The strategy includes deploying more than 200 AI solutions across government departments and achieving comprehensive digital service integration.
Abu Dhabi has also expanded the use of AI-powered government platforms, including TAMM, to deliver more personalised and proactive services.
