ABU DHABI: UAE university accreditation is coming under renewed focus after higher education regulators clarified that universities cannot rely on an institutional licence alone when offering academic programmes to students.
The Ministry of Higher Education and Scientific Research stressed the distinction during the inaugural forum in its “Future of Higher Education Dialogues” series in Abu Dhabi on September 9. Officials said an initial or final institutional licence does not automatically mean every programme offered by a university is accredited.
What should students check before enrolling?
The distinction is particularly important for students and parents comparing universities.
A higher education institution must complete the required accreditation process for an individual academic programme before it can advertise that programme, enrol students or begin offering it.
This means prospective students should check the accreditation status of the specific degree or programme they want to study rather than relying solely on whether the university itself holds an institutional licence.
The Commission for Academic Accreditation is the UAE’s federal quality assurance agency for higher education. Its responsibilities include institutional licensing and the accreditation of degree, diploma and certificate programmes covered by the national framework.

Why is the UAE strengthening university oversight?
The latest clarification forms part of wider efforts to improve academic standards and strengthen confidence in higher education.
The ministry is also preparing a new national framework for classifying universities and assessing their performance. Dr Ahmed Al Shuaibi, Undersecretary at the Ministry of Higher Education and Scientific Research, said the framework would be issued soon.
The UAE has increasingly shifted towards evaluating universities using measurable outcomes rather than relying only on traditional institutional assessments.
The Commission for Academic Accreditation introduced an outcomes-based evaluation framework in 2024 that considers areas including graduate employability, learning outcomes, research, community engagement and academic reputation.

Regulatory action is not necessarily identical in every case.
