DUBAI: The UAE Media Council has announced the launch of a comprehensive regulatory and development system aimed at transforming the national media sector. Introduced during a press conference at Creators HQ in Emirates Towers, the initiative marks a milestone in the UAE’s mission to modernise and empower its media landscape.
The new system builds on the Council’s journey since its establishment in February 2023, particularly following the issuance of the Media Regulation Law and its Executive Regulation. The framework is designed to regulate, empower, and stimulate growth across traditional and digital media, while enhancing the sector’s regional and global leadership.
Mohammed Saeed Al Shehhi, Secretary-General of the UAE Media Council, described the initiative as a cornerstone in shaping a modern and competitive media environment. “This system transforms the way the media sector is regulated and developed,” he said. “It merges updated legislation, full-service media policies, and innovation strategies to promote sustainable growth and efficiency.”
The updated media law— the first in over 40 years— lays the groundwork for a future-ready sector, addressing challenges in AI, gaming, digital content, and on-demand broadcasting. Developed over two years with input from media bodies, creatives, and global experts, the system underscores the Council’s commitment to partnership-based regulation and adaptability.
A major highlight includes clear guidelines for responsible and balanced content that respects national values while encouraging creativity. “Media content remains at the core of this system,” Al Shehhi added. “Empowering talent and stimulating investment are essential for economic and cultural development.”
Maitha Al Suwaidi, CEO of Strategy and Media Policies, said the legislative roadmap will support a flexible media environment that aligns with global trends. She announced a three-year permit fee exemption for individual social media advertisers to enhance content quality and build trust.
Other initiatives include a comprehensive media age-rating system to protect young audiences and new licensing policies for digital news platforms to ensure journalistic integrity. Additionally, the Council has adopted Cabinet resolutions on service fees and administrative penalties to create a transparent and user-friendly regulatory model.
Al Suwaidi also underscored the importance of the local content empowerment policy, which prioritises Emirati talent and projects. Fee exemptions and content incentives will support local creatives in producing culturally resonant and high-quality media content.
